Activity principles

In pursuing its activity, Hostmaster Ltd. adheres to the following policy, which was formulated and approved by the Internet community of Ukraine in 1999:

  • a .UA ccTLD manager shall be a legal entity (not a natural person), a resident of Ukraine, and shall act within the legal framework of the current economy legislation of Ukraine;
  • a company managing the .UA ccTLD shall be a specialized enterprise, which pursues a single line of activity - administration and maintenance of domains;
  • a .UA ccTLD manager may provide paid services. The amount of payment shall suffice for a comfortable self-financing of the ccTLD operation, however, it shall not be in excess, so that the managing enterprise could not receive a non-motivated profit or make investments in non-core businesses;
  • with a view to avoid unfair competition, an enterprise managing the .UA ccTLD shall not be directly or indirectly affiliated by any of the Ukrainian or foreign Internet companies competing in the market;
  • a .UA ccTLD manager shall adhere to market and political neutrality and shall not be controlled by any entities interested in market preferences;
  • to ensure succession and stability, all experienced specialists engaged in the domain maintenance shall carry on with their duties;
  • an enterprise managing the .UA ccTLD cannot and shall not be a monopolist in the market of providing services to end users. Therefore, a .UA ccTLD manager shall not provide direct services to end users. A two-level model of providing .UA ccTLD and public 2LD services shall be employed, whereby end users are serviced only by registrars that operate on equal economic terms and compete with each other fairly. Payments received from registrars shall be the only source of income for a .UA ccTLD manager;
  • pursuant to the recommendations of the World Intellectual Property Organization, the delegation and registration of second level domain names should be launched in such a way as to avoid cybersquatting
  • the operation of second level public domains and all the three level names delegated in them shall continue. Efforts shall be made to maintain the high consumption value of third level domain names for end users;
  • the activity of a .UA ccTLD manager must be subject to strictly defined rules and regulations coordinated with Internet community and formulated in writing. First of all, these rules shall protect the rights and legitimate interests of end users - registrants of domain names;
  • a .UA ccTLD manager shall exercise its activity in accordance with current Ukrainian law;
  • the economic activity of a .UA ccTLD manager shall be open, transparent, and subject to a regularly independent audit;
  • a .UA ccTLD manager shall adhere to the policy of neutrality by abstaining from entering into any political or cartel agreements with any participants of the Internet services market;
  • a .UA ccTLD manager shall adhere to the policy of controlled innovation, i.e., new technologies shall be implemented and used only if they are practically proven and tested.
